Spanish renovation terms, explained

Plain-English definitions of Spanish planning, tax and property terms, with official sources and practical examples for owners abroad.
Spanish renovation documents use terms that do not always have a direct equivalent in an owner’s home country. This glossary keeps the Spanish term visible and explains its role in plain English. Its purpose is to help you ask a precise question and identify the right document, rather than treating a short definition as a decision about a particular property.
Start by distinguishing the subject of the term. Some words describe a procedure, such as declaración responsable. Others identify a tax, a personal identifier, a technical code or a property record. They are not interchangeable even where several appear in the same application. A construction-tax receipt does not establish planning approval, and a property reference does not identify its owner in the same way as a personal identifier.
The familiar expressions obra menor and obra mayor require particular care. The physical intervention and the applicable legal categories determine what is needed. A seemingly small alteration can affect a protected feature or shared installation. Equally, a broad commercial description of a full renovation does not settle every technical appointment or filing requirement. Use the linked guide where the distinction affects your proposed work.
Community and coastal terms also describe different layers of responsibility. Municipal permission does not resolve every question about common elements, while a coastal boundary and a protection easement have different functions. Keep the underlying source and the property-specific assessment together so you can see what a document actually establishes.
Short definitions remain on this page with an owner example and source. Longer entries have their own page only where there is enough useful explanation. The examples are hypothetical and do not establish eligibility, approval or a completed project. Each source is dated so changes can be checked against the current official text.
If a term in your documents appears inconsistent with the explanation here, compare its context and date before drawing a conclusion. Ask the relevant professional or authority to explain the particular use. You can also report a possible correction through the contact page, identifying the term and the official evidence. The aim is a clearer conversation about the work, supported by the right records.
Spanish renovation terms, explained
Terms A–Z
Coastal boundary determination (deslinde)
The procedure determining the public maritime-terrestrial domain boundary under the coastal law. Its approved record is distinct from an estimated shoreline on an aerial photograph.
A coastal owner obtains the relevant approved boundary information before asking whether an external extension is feasible.
Ley 22/1988 de Costas · 2026-10-30
Coastal protection easement (servidumbre de protección)
A restriction zone adjoining the legally defined shore under the coastal law. Its extent and effect require the general rules and any applicable transitional provisions to be read together.
An owner checks the historical planning evidence before relying on a claimed reduced protection width.
Ley 22/1988 de Costas · 2026-10-30
Electrical installation certificate (certificado de instalación eléctrica (CIE))
The certificate issued for an electrical installation after the applicable checks, under the REBT and its technical instructions. It is often informally called a boletín eléctrico.
Following relevant electrical work, the owner requests the applicable registered certificate and user instructions rather than treating the electrician’s invoice as the installation record.
REBT art. 18 and ITC-BT-04 · 2026-10-30
Energy performance certificate (certificado de eficiencia energética)
The document produced under the statutory energy certification procedure for the building or part concerned. It records the assessed energy performance and is distinct from a renovation quotation.
An owner checks that the certificate describes the correct property and asks the competent technician whether the planned intervention affects the certification required.

First occupation declaration (declaración responsable de primera ocupación)
TRLOTUP article 233.1(f) places first occupation of completed buildings and installations within its responsible-declaration framework, subject to the applicable building-quality legislation.
At completion, an owner asks which current occupation procedure and documents apply instead of using an old form headed first occupation licence.
TRLOTUP art. 233 · 2026-10-30
Major works (obra mayor)
A familiar description of substantial work, rather than a complete legal test. Licence and technical-project requirements must be assessed against the proposed intervention.
Before extending a villa, the owner requests a planning and project assessment instead of relying on the contractor’s description of the work as major.
TRLOTUP art. 232 · 2026-10-30
Minor works (obra menor)
An everyday label for smaller works. The actual Valencian filing route depends on the intervention categories in the TRLOTUP, not the label alone.
An owner replacing bathroom finishes asks which article applies to the complete scope, including any service changes.
TRLOTUP art. 233 · 2026-10-30
Owners’ community (comunidad de propietarios)
The community governed by the horizontal-property framework, with rights and obligations concerning private units and common elements. Different decisions follow different statutory rules.
An apartment owner separates notice of internal works from a request concerning a proposed alteration to the facade.
LPH arts. 7, 10 and 17 · 2026-10-30
Planning fee (tasa urbanística)
A local fee for the relevant planning service under the municipal ordinance and statutory framework. It is distinct from ICIO and from a construction contractor’s charge.
The owner checks whether a council receipt relates to the planning fee or construction tax before marking both as paid.
TRLRHL arts. 100–103 · 2026-10-30
Registry information note (nota simple)
An informative summary of relevant current registry information about a property. It differs from a registry certification, which has the evidential status explained by the Colegio de Registradores.
A buyer requests current information for the correct registered property and asks the purchase adviser to explain a charge shown on it.
Registradores, registry information · 2026-10-30
Spanish Building Code (CTE)
The Código Técnico de la Edificación sets basic building requirements and their application framework, including interventions in existing buildings. Relevant compliance is justified in the technical documents.
A homeowner asks the technician to explain which requirements apply to a roof alteration and to document any justified limitations.
CTE, Part I · 2026-10-30
Tourist dwelling (vivienda de uso turístico (VUT))
A regional tourist-accommodation category with defined conditions and registration requirements. The Valencian procedure describes complete-property tourist stays of no more than ten continuous days to the same tenant.
Before commissioning a holiday-let refresh, the owner checks municipal compatibility and the applicable regional and community documents.
